In Arizona, where no statewide equality safeguards exist for gay and transgender residents, the fight over whether to extend formal legal protections to those groups is playing out at the municipal level.Only a few cities have been willing to step into the ring.Tucson, Flagstaff, Phoenix and Tempe were early adopters of sweeping anti-discrimination ordinances — laws that generally mandate that people be treated equally regardless of gender, age, race, disability, sexual orientation, gender identity and other characteristics in both the public and the private sectors.Mesa and Glendale have voluntary diversity and inclusion pledges in place but have proceeded slowly with regard to approving laws of their own, cautiously analyzing the merits and risks as many conservatives continue to denounce such measures.Leaders in Scottsdale, which also has a voluntary pledge, halted talks on an anti-discrimination ordinance late last month.
