Again, Kissinger, to whom is attributed—a country has no permanent friends or enemies, only permanent interests. Echoing Lord Palmerston, who said no eternal allies, no perpetual enemies, only interests are eternal and perpetual. (Kissinger deserves to be known not only for saying that power is the ultimate aphrodisiac. Power can make one gwaping, is one reading of it. Who are in power today?) We were one huge military base of the US in 1941; it was in its interest to thwart Japan’s invasion. No dice though as we were occupied and trampled upon anyway. But, the US would come to help if it would be in its best interest to do so, treaty or no. Same with other countries. Same guiding star that led us to side with China against Japan in WW2, lack of treaty notwithstanding. And then, there is the UN, and Rome.
