Alfred Vargas has filed a bill seeking to give public school teachers tax-exempt incentives if they are assigned outside the town, city, or province of their residence. According to Vargas, his proposed Distant Public School Teachers Incentives Act House – or House Bill No. 10174 — takes into account the additional expenses of teachers working far from home, which "invariably affects the quality of education." Under the bill, teachers working in a town or city outside of their own will get a monthly incentive allowance of P2,000. Teachers assigned to another province get a monthly allowance of P4,000. The incentive allowance will be immediately discontinued once the teachers return to the city or town where they live. All monthly incentive allowance will be tax-exempt.
