Viet Nam News HÀ NỘI — The building of new thermopower plants has recently become a cause célèbre in the country as economic demands and environmental concerns face off, especially with a number of localities rejecting central Government-approved plants. Việt Nam needs an enormous amount of energy to feed one of the fastest growing economies in the world, and coal-fired thermopower plants are usually favoured by governments as the most affordable option that can guarantee a cheap supply of electricity, however, environmentalists and the public have been arguing that the perceived ‘low costs’ have not accounted for costly long-term consequences that these plants dealt to the environment and people’s health. Foreign investors have started showing more interest in Vietnam’s wind power generation market in recent months, however, they suggested the government to raise the power price to make it more reasonable. Vietnam targets to have an output of 6,000 MW of wind power by 2030 Tra Vinh Province People’s Committee has recently given the go-ahead to Singapore-based Janakuasa Pte Ltd and Ecotech Vietnam to build the Hiep Thanh Wind Power Plant with a total investment of VND3.37 trillion (US$146 million). The 2,700ha plant has a designed capacity of 78MW from 18-19 turbines. Earlier, Tra Vinh province also licensed South Korea’s Unison eTech Co Ltd and HCM City-based Asia Energy Petroleum Corporation to develop the first phase of the Duyen Hai wind power project, which will see an investment of VND2.8 trillion (US$125 million) in its first phase with a designed capacity of 48.3MW from 21 turbines. General Electric has gained a contract with domestic partner for providing its wind turbines in Vietnam, setting a milestone for the firm to penetrate into renewable power industry in this Southeast Asian country. Under the contract, General Electric (GE) will provide ten turbines and operations and maintenance services to Cong Ly Company Ltd for the phase one of the Bac Lieu wind power farm, totaling 16 megawatts of power generation capacity. This is among contracts for providing wind turbines in Vietnam since GE started manufacturing wind turbines in northern Haiphong port city factory in May last year. The Bac Lieu wind project further expands GE’s role in Vietnam, where the company has been active since the 1960s, providing technological support for a variety of power generation projects throughout the country. For a long time, Vietnam's effort to solve her energy problems has been focused on thermal and nuclear options. In fact, wind power is likely to be a satisfactory answer. The door to wind power in Vietnam is no longer closed. However, some time ago, the path to that door was by no means smooth. Vietnam's six master power plans prepared by the Government to outline the national energy needs mentioned only hydro and thermal power, and wind energy was not cited. But things are changing.
