Higher education officials often say, “Louisiana is the only state that requires legislative approval for a tuition increase.” While it is true that Louisiana is the only state that requires a legislative vote of two-thirds of the members in both houses to approve a tuition increase, nearly all states approve tuition increases by a majority vote on a specific bill or when they approve higher education budgets. Louisiana is unique in that the legislature is the lowest level authority that can hold all of public higher education accountable for matters of efficiency and a quality. None of the four existing boards has the authority to insure the efficiency and quality of every public postsecondary institution. Hester Ford, the oldest living American, passed away at 116 surrounded by those she loved, family members said. “It’s a sad day, but it’s also a great day in heaven,” her great-grandaughter Tanisha Patterson-Powe told WCNC. “Although we’re saddened by it, we take great pride in the legacy that she does leave behind.” Ford lived in Charlotte, North Carolina, for more than 58 years.
