A second lieutenant in the U.S. Army is suing two Virginia police officers over a traffic stop last December during which the officers drew their guns, pointed them at him and used a slang term to suggest he was facing execution before pepper-spraying him and knocking him to the ground. Body camera footage shows Caron Nazario, who is Black and Latino, was dressed in uniform with his hands held in the air outside the driver’s side window as he told the armed officers, "I’m honestly afraid to get out." "Yeah, you should be!" one of the officers responded during the stop at a gas station. In a lawsuit filed earlier this month, Nazario says his constitutional rights were violated during the traffic stop in the town of Windsor. Maryland Legislature Overrules Governor’s Veto, Repeals Police Rights Bill

Maryland legislators on Saturday voted to override Governor Larry Hogan's veto and pass a police reform package that repeals the state's police Bill of Rights. Maryland is the first state to repeal the Bill of Rights - a set of laws setting the specifics of due procedure for investigations into police misconduct - and introduce reforms to the policing system of the state. The new law will provide civilians with more oversight power, while also limiting the use of force by police officers and requiring certain "no-knock" warrants to be approved by both a supervisor and a state attorney and be between 8 a.m. and 7 p.m., barring "exigent circumstances". The legislation was passed despite the governor's veto of three bills from the police reform package, including the repeal of job protections in the police disciplinary process, expansion of public access to records in such cases and penalties for use of excessive force. Maryland lawmakers passed legislation Saturday, becoming the first state to end its police Bill of Rights after the Democrat-controlled Legislature voted to override three of Republican Gov. Larry Hogan ’s vetoes. The sweeping reform bills remove protections in police due process for alleged misconduct that critics say have impeded accountability and will now give civilians a role, The Baltimore Sun reported. The reform package also increases the civil liability limit for officers from $400,000 to $890,000 and an officer convicted of using excessive force, causing serious injury or death could face 10 years in prison. It also sets a new statewide standard for what is deemed "necessary" force. US army lieutenant suing two Virginia police officers after he is pulled over and pepper sprayed

A US army lieutenant is to sue two Virginia police officers after they pulled their guns on him and used pepper spray during a traffic stop. The law suit has been filed by Caron Nazario in Virginia against Windsor police officers Joe Gutierrez and Daniel Crocker, and alleges that they violated his constitutional rights. It comes amid high tensions over the ongoing trial of Derek Chauvin , who is accused of murdering George Floyd last year by kneeling on his neck. The incident, which was captured on video, involves Mr Nazario, who is black and Latino, in his uniform driving his new car through Windsor with a temporary paper tag in his rear window in December last year.
